Obligation

What an agent must answer for: property already transferred to another and not yet delivered, or Restitution for harm they caused. No other source exists. A bare promise creates none, since a promise alone binds no one; a Contract creates one exactly as far as ownership has passed. Duties imposed by force, vote, or claimed need are not obligations but Coercion.
